The battleship Maine was sunk in harbor of Havana in February 1898, and the the U.S. government entered the war on the side of the revolutionists in April 1898, starting the Spanish-American War. 

Spain surrendered control of Cuba in December of 1898.  The United States created a military government to rule the island.  The United States military ruled Cuba for the next four years.

We are in Havana while Elian is in the United States.  On both shores, this little boy has inspired many.  Those in Florida who hate Castro and his government desperately want to cling to Elian - offering him all that the United States has to offer - Disneyland, air conditioning and gold jewelry.  In Cuba, he is seen as the prisoner of the Cubans in Miami.
 
We see students playing in school uniforms that include T-shirts with Elian's image.
